Dr Mohammad Abu Al-Khair Shukri was born in Damascus in 1961. He graduated from the Faculty of Islamic Call in 1987 and from the Faculty of Law at Damascus University in 1991. He holds a master's degree and a doctorate in Islamic studies from Minhaj-ul-Quran Islamic University in Lahore, Pakistan, with research on questions of evidence and the rights of the child between Islamic law and civil law. He has taught and lectured at a number of institutes and universities, and has written books and studies on jurisprudence and Islamic legislation. Combining academic standing with institutional experience and outreach work, he has directed the executive office of the Levant Scholars Association and helped found several bodies and associations. He joined the Syrian revolution, served on the Syrian National Coalition, and sits on the Supreme Fatwa Council. In March 2025 he was appointed Minister of Endowments.
